You should be in possession of a valid travel document when travelling abroad. If you do not have one, you can apply in special cases for an emergency travel document, subject to strict conditions. The issuing authorities decide on a case-by-case basis whether you are eligible for an emergency travel document, i.e. an emergency passport or laissez-passer.
An emergency travel document will only be issued if you are unable to obtain a proper travel document in time. To be eligible for an emergency travel document you need to show that your journey cannot be postponed. You have to provide the required documentary evidence yourself. See "Applying for an emergency travel document".
An emergency document is only valid as a travel document; it cannot be used as proof of identity.
The emergency extension facility for passports was discontinued on 26 August 2006.
